Abstract

The article considers the approach of the Council of Europe to migration problem which is reflected in a great number of conventions, recommendations, instructional guidelines and reports, elaborated by this organization. These instruments and documents contain provisions for regulations concerning the main questions of the legal status of migrants or practical advice to member states aimed at ensuring their rights and their integration in society. The conceptual approaches of the Council of Europe towards the role of migration processes in the economic and social development of the European countries and towards the problems of the «multicultural society» are also of great interest.
