The article deals with the specifics of the period, called the New Normal, a term referring to the economic conditions following the 2008–2013 financial crisis. Some of its distinguishing features consist in the growth of social inequality, the decline of living standards, real crisis of the Welfare State model in the EU countries. The low effectiveness of governmental anti-crisis poliсу gave rise to the active debate about new configuration of Social State and revision of its general functions, mainly, the social protection of the people. The similar agenda is inherent to the Latin American countries.
