The article tracks the evolution of the international disarmament efforts, from the second half of the XX century to the present. The author points out that with the bipolar world collapsing, it was necessary to engage third countries in disarmament. However, the fact that there are no bilateral or multilateral negotiations on further arms reductions epitomizes an arms control crisis. In the author’s view, it is two superpowers, i.e. the USA and Russia, that are responsible for breaking the deadlock.
