Since the inauguration of D. Trump as president of the US, transatlantic relations have entered a new stage of their development. The article deals with the problem of split and polarization within the American society and the ruling class, and special attention is paid to the investigation of functions of the institutions at the federal level. In the second part, the problem of social cleavages is analyzed in terms of its racial-ethnic component. The author concludes that this is the systemic factor of the accumulated problems in the conditions of long-term development of social cleavages that are not peculiar to the US.
