Abstract

The paper examines focus areas in higher education policies in Finland: quality and efficiency, international competitiveness of higher education institutions, steering system, internationalization. The author provides an overview of performance-based funding and performance agreements, quality assurance in higher education, preliminary results of evaluation of the Bologna process implementation, key issues of current reform of universities.
