The article deals with the handling of the emergency in Southern Europe triggered by mass influx of immigrants and refugees from North African countries in the first half of 2011. The author seeks to define the difference between the Italian center right and center left political forces’ approaches to the solution of the problem, and makes an attempt to identify the roots and the consequences of the contradictions among EU member states and between the national and the supranational levels of governance in the EU.
