The article identifies and analyses key issues affecting state-building interventions in Afghanistan at national and subnational levels. The research distinguishes formal and informal political structures. The paper is meant to offer some initial thoughts about legitimacy, public perception and effectiveness of the process of state-building and democracy in Afghanistan. It outlines the impacts of the activities and interests of external actors which affect those dynamics.
