The paper studies two notable German attempts to strengthen its positions in Latin America at the beginning of the 1990 s and in the mid-2000 s. The article investigates the prerequisites of this process in the context of the overall development of the foreign policy of Germany as the emerging power, its dynamics and perspectives. Special attention is paid to the coordination of German and Brazilian efforts in the struggle for the permanent seats in the UN Security Council. Germany’s use of political-military and military-economic tools in Latin America is analyzed. The article concludes with conjectures about possible forms and directions of the development of strategic cooperation between Germany and the regional states.
