The article considers the special features of the «dependence path» effect to the activity of the authorities in the sphere of external policy transformation. The author analyses existing difficulties, connected with the modern stage of the international system. In the article, the author draws attention to the contribution of the values and ideology to the forming of environment for implementation of major-scale transformative projects. The article examines the changes in the strategy’s agenda of the Russian Federation and the process of the Russian major international institutional initiatives’ implementation.
