The place of Central and Eastern Europe in the US–China rivalry: cases of Poland and Romania

Abstract

On the examples of Poland and Romania, the authors show how the countries of Central and Eastern Europe (CEE) assess the current competition between the United States and China. In each case, the attitude towards this rivalry depends on the characteristics of the bilateral interaction of these countries with the USA and China, and bilateral relations directly correlate with the development of the rivalry between the two superpowers in the political and economic fields. The article shows that over time, interaction with China has become problematic for both countries, but their relationship with the United States have increasingly deepened. As members of NATO and the European Union, Poland and Romania now view the prospects for economic cooperation with China quite critically. Chinese investments turned out to be not very attractive for both Poland and Romania. China is interested in investing in technologically advanced companies, while CEE needs investments from scratch to new technology clusters, new jobs, etc. Both countries bestow great importance to the modernization of the military sphere, which is developing on the basis of cooperation with the United States. At the same time, the weakening of economic and political ties with China has become obvious. The key task for both Poland and Romania is to increase the relevance and role of both countries in NATO and the EU.
